Hangzhou third quarter children's clothing failed rate of 3.3%
In the third quarter of 2009, the rate of unqualified children's apparel exports from Hangzhou dropped significantly to 3.3%, a sharp decline compared to 32.4% in 2008, according to an AQSIQ website report dated October 19. This marked a substantial improvement in product quality and safety, reflecting the effectiveness of enhanced inspection and control measures implemented by local authorities.
Faced with the high risk associated with children’s clothing products, the Hangzhou Inspection and Quarantine Bureau took a series of proactive steps to strengthen oversight. First, they improved early warning systems by monitoring international regulatory bodies such as the U.S. Consumer Product Safety Commission (CPSC) and the European Commission’s Rapid Alert System for Food and Feed (RASFF). This allowed for timely alerts and better preparation for potential risks.
Second, the bureau focused on enhancing the awareness and capabilities of local enterprises through training programs. In the first half of 2009, more than 300 personnel attended workshops aimed at improving their understanding of quality standards and compliance procedures.
Third, process management was strengthened, particularly in confirming safety requirements based on foreign orders. Fourth, the implementation of a new electronic system helped address issues related to sampling timing and "pumping permits," while also adjusting test items to ensure accurate sampling ratios.
Finally, strict control over non-conforming products was enforced, with continuous tracking and follow-up actions taken to prevent substandard goods from reaching international markets.
These comprehensive measures contributed to a significant improvement in the quality of children's clothing exported from Hangzhou. Over recent years, there have been no reported cases of quality issues or recalls related to Hangzhou-made children's apparel abroad, further demonstrating the success of these initiatives.
