Hangzhou third quarter children's clothing failed rate of 3.3%
In the third quarter of 2009, the rate of unqualified children's apparel exports from Hangzhou dropped significantly to 3.3%, a marked improvement compared to the 32.4% failure rate recorded in 2008. According to an AQSIQ website report dated October 19, 2009, the decline in non-compliance was substantial, reflecting improved quality control measures implemented by local authorities.
Faced with the inherent risks associated with children's clothing products, the Hangzhou Inspection and Quarantine Bureau took a series of proactive steps to enhance product safety and compliance. These included strengthening early warning systems by monitoring foreign regulatory bodies such as the U.S. Consumer Product Safety Commission (CPSC) and the European Food Safety Authority's Rapid Alert System. Timely alerts were issued to manufacturers, ensuring they could address potential issues before shipments were made.
The bureau also focused on improving industry awareness through training programs. In the first half of 2009, more than 300 personnel attended workshops aimed at enhancing the knowledge of business managers and quality inspectors. Additionally, the process of product confirmation was strengthened, with foreign buyers required to verify safety standards before orders were finalized.
To improve efficiency, the bureau introduced new electronic procedures to resolve issues related to sampling timing and "pumping permits." Adjustments were made to testing protocols to ensure accurate sampling ratios and better compliance. Strict controls were also put in place for non-conforming products, with enhanced tracking mechanisms to prevent substandard goods from reaching international markets.
These comprehensive efforts contributed to a significant reduction in the number of failed inspections and helped maintain the reputation of Hangzhou’s children's clothing exports. Over recent years, no major quality-related complaints or notifications from overseas have been reported concerning children's apparel from the region. This success highlights the effectiveness of the multi-faceted approach taken by local authorities to ensure product safety and quality.
